A roof is a license question first and a permit question second. The list of who has actually pulled work in a city lives on a page that regenerates. This page does not copy that list.
The class
Arizona roofing is CR-42, R-42, or C-42. Ask for the number. Look it up on the ROC Contractor Search. Check status, expiration, and disciplinary cases.
The city ranking
If we cover the city, the live shortlist is the Arizona roofing hub. That hub only links cities with class-qualified, permit-backed firms. Scottsdale labels roofing when a permit was issued. Phoenix, Mesa, Tempe, Peoria, Avondale, and Pinal County do not label the trade, so those pages count city permit volume among firms that hold the roofing class.
The permit
Scottsdale and Mesa both say a same-material re-roof does not need a construction permit. See Scottsdale and Mesa. Tempe tells you to email the Permit Center. A job that never needed a permit will not appear in the permit file. That is expected, not a red flag by itself.
