Mix-adjusted city average uses the same kinds of Mesa pool inspections each contractor actually had. This is how often a city inspector signed off on the first visit. It is not a grade of workmanship.
How this ranking works
We show a rate only at 20+ first-try inspections. This pool list ranks at 25+ because pool jobs are big-ticket and lower-volume. Other trades still rank at 50+. A contractor is compared only with the same city and the same kinds of inspections. We never compare Mesa with Scottsdale, and we never mix a plumbing underground result into an electrical average. This list is trade specialists only. Home builders and general contractors (classes such as B, KB-1, and KB-2) are on the home builders first-try page. We group the remaining firms by the city's inspection type. When two first-try rates match at one decimal, the contractor with more inspections ranks higher. A smaller-sample note appears next to anyone with fewer than twice this list's rank floor. We never treat a partial approval as a pass.
